A professional, swift, capable and qualified Public Administration, which values merit and excellence, as advocated by the Government in its governance programme, also involves improving and consolidating recruitment and selection mechanisms.

It was based on this assumption, in order to listen to those who are directly involved with the recruitment and selection processes, and with a view to introducing improvements in the Legal Regime for Recruitment and Selection in Public Administration (DL n.º57/2019), that the Ministry of Modernization of the State and Public Administration (MMEAP) promoted, on the morning of this Friday, 17th, a session to present, analyze and assess the diploma, with managers and human resources technicians from the country's various public institutes which, four years , after approval of the diploma, still have some difficulty with its interpretation and application.

On the occasion, where, following a presentation of the main points of the diploma by the technician from the Minister's office, Gilmara Martins, a series of doubts were clarified concerning the scope of application, types and modalities of the tender procedure, intervening entities (with a focus on the jury), selection methods, processing, among others, the Minister for Modernization of the State and Public Administration, Edna Oliveira, urged those present to study the diploma, so that the recruitment and selection processes are processed more quickly and uniform.

“Despite having approved a new legal diploma, approved the ordinances that establish the procedure and approve the models of documents to be produced during the tender procedure, and provided training, we detected that, four years after the approval of the new diploma, there are still some insufficiencies and irregularities in its application, which is why we intend to hold this meeting, to appreciate, discuss and analyze a better way of its application and so we are sure that the diploma is being well applied and that there is a uniformity in its implementation”, revealed the Minister during his speech.

The irregularities then detected, and which were resolved throughout the session, through indications of the appropriate way to implement the diploma under analysis, essentially have to do with understanding the definition of the profile of technicians, application of the screening method curriculum, indication of mandatory documents and rules on the constitution of the jury.

At the end of the session, which received a positive note from those present, several doubts were clarified and suggestions left, with the Minister promising a possible amendment to the diploma, following the identification of some areas for improvement.

“If we want to have quality, speed and reward merit, we are going to implement and manage the recruitment and selection process clearly, but with knowledge and study”, concluded the Minister.
